I do not believe that what the document is published as matters one iota -- to me the value in this document is that I have something to wave at a vendor and say "Can you do this? If so I'll buy your shiny box, if not, I won't". I cannot see a vendor claiming that, just because the document was published as a $STATUS they have decided that it isn't worth their time (but maybe I am just being naive...)
I believe that having the document available to be used is more important than what it is published as and support just getting it done.,,
