[idn] Comparisons document

Well, it's March, and our next milestone is to get the first draft of the
comparisons document out. Given the upcoming meeting, that means the
deadline is next Friday.

One thought is to have each proposal include an appendix with a detailed
list of how it meets or doesn't meet each requirement from the requirements
draft. These could then be collected by an editor into a comparisons
document and folks could easily, er, um, suggest corrections to the
author's statements. This would be easier if the requirements document
either had finer-grained headings or each requirement had its own short
identifier, such as [Preserve DNS concepts] and [Generate same responses].

There might be an easier or more useful way to do this...
