The point was that these problems are language-specific 
encoding problems which should not hold up IDN process.

There is no 100% solution even with whatever encodings we choose
in a number of languages. 

For example, I am on the Tamil internet
mailing list, and they too are discussing and bemoaning
a lack of 100% solution for their language encoding.

It is not for IDN to solve each language's specific problems but to
provide a general mechanism or process, such that if these guys 
fix their encoding schema, those missing characters can appear.
That is a process external to IDN.
Meanwhile, other non-missing ideograms, characters, glyphs in non-ASCII
can work in an IDN framework.
