Does that mean that your requirement is "when presented at any interface
with other systems, such as, but not limited to, the call interface of a
resolver library, character strings SHOULD be presented in an encoding that
is widely supported by other software"?
I think this is a very reasonable requirement; however, the limited case of
the resolver library can be solved several ways.
Whether that should also apply to the interface that is a packet sniffer is
something we need to decide about; if the requirement applies, this limits
the possible implementation of the requirement the way I think you want.
