FWIW, I believe that's very much the case for many folks new
to the IETF, or at least the RFC publication process.  And while
those not familiar with the IETF process might not know or care,
and are referencing only looking for some RFC number to
reference, there's a considerable amount of history with this
process inside the IETF and preservation of those processes is
key.

Guiding this document in the right direction is precisely what my
comments were attempting to do.
