Put yourself in the shoes of someone trying to implement the capabilities.
Maybe we all know what route filtering is, but I did not see enough there
in the requirement or in the current implementation section to point me
at something specific enough to implement or configure.   I'd like to see
it be more specific, with examples (and I'm not the person to write that text).

If we're going to convert to xml2rfc (which I highly recommend), then
don't worry
about formatting nits in the .DOC version.   xml2rfc will handle it.
ZHAO: If I get a stable
.txt version later this week , I will convert it over the weekend.
