Send a Netconf Message

Hi,

I would like to send netconf message or build a netconf session in C from an Asterisk module to a Bandwith Broker. 

how can I send netconf messages from the CLI(Command Line Interface)?

Does anyone have any suggestions how and where to start solving this problem?
