IMO, having 1 way to declare a construct is simpler than 3 or ways to define a construct, plus defining mappings between all the variants, plus defining algorithms for picking a canonical variant. (But this is XML, and when you only have one big clumsy hammer, you better just smash away, and expect everything you hit to be a nail...)
