Expectation of different network operators



After quite a lot email exchange last couple of days, I come to realize that most of people including me tend to characterize the needs of network operators as if they were a single like-mind group, with a single set of requirements and priorities. This tendency apparently causes disagreement about what is goal of XML work.

 

There are actually three groups of network operator: enterprise, ISP/ASP, and large LEC/IXC. To make thing even more confusion, most LEC/IXC has distinguished internal organizations for ISP/ASP service, generic network service, etc. Take SBC as an example, it has Internet Service company as ISP, and another company as data service. The one from Internet Service will definitely have different priorities and requirements than the one from data company.

 

So the following questions bear the careful treatment:

1.        Does IETF in general cater to the need of all three types of network operator?

2.        Does OPS/IETF in general cater to the need of all three types of network operator?

3.        Does XML work in general cater to the need of all three types of network operator? If so, will the work be done in single WG or multiple WGs for different needs, or multiple tracks in single WG, or multiple phases in single WG? etc.
