first, i have done a bit of ops now and then, and feel your
dividing lines are just one way of looking at the operator
community and its needs.

second, the ietf looks to whoever comes in the door.  though we do
try to beat the shrubbery to get folk we feel are not well enough
represented.  lack of enterprise folk has been a long term problem.
