There is no conflict between the answers. I responded to the earlier query
regarding "using the 8th bit" while Mark responded to the "alphabetic
characters" part of the followup query.

The only unclarity remains to be in the IDNA camp, where it took seven
drafts to figure out there was a difference between domain names and
hostnames, and where there is continued misunderstanding on the basic
premises underlying the use of domain names in general.

What's your point? The DNS rules are pretty simple.
