This does not give any indication about the effective bandwidth available
either. The fundamentals issue there are:
- there is no way to select which anycast relay to use for inbound
  and outbound packets
- there is no contract nor SLA between the customer and the anycast 6to4
  relays (inbound/outband), so there is little incentive to whoever operates
  those relay to fix problems
