One book I recommend the most highly is M. Dubuisson's own book - I actually
BOUGHT a copy knowing I could download it for free.  Although it is not the
standard itself, it's about as close as you can come, and is a tutorial,
reference, and (I think) most important - a guide to best ASN.1 practices (with
examples).
