can you help me?  i am having trouble parsing these paragraphs:

    This mail is to complete Working Group last call for the SMIng
    Requirements ID -03. This ID reflects the culmination of input from
    the previous last call period.

   WG last call for this document will complete on August 5th. Given no
   significant issues remain, this document will be sent to the IESG.

is the document open for comments until aug 5th or is the document
going to the iesg no matter what?

i am confused
