[gww] Your understanding of the EOS charter and allowed work is correct. However, if there are protocol enhancements for methods, then I would suggest that the work is started now so that it can be considered for addition to the EOS charter after some of the existing work has moved along. Asuming the EOS work goes according to schedule then the charter should be up for discussion in December timeframe.
