A counter proposal that wouldn't have problems with ownership loss
would be the forced specification of the module name to include either
the enterprise name or the enterprise number or the standards body
name as a prefix.  (A similar, but unrequired, convention has been
adopted by most WGs these days).  All IETF module names would be
required to have IETF-WGNAME as the prefix, for example.  An
enterprise would be required to have its name or number be in the
prefix.  Since there is no unique enterprise string associated with an
enterprise assignment, a number might be the only solution.  EG:
ENT2021-SOME-MIB.
