All of the existing 64 and 128-bit attributes are unsigned values.  Here
is a summary:

ARAP-Password          RFC 2869   128 bits (4 32-bit quantities)
NAS-IPv6-Address       RFC 3162   128 bits
Framed-Interface-Id    RFC 3162   64 bits
Login-IPv6-Host        RFC 3162   128 bits

As Avi mentioned, the bandwidth values would also be unsigned.  So I think
there is precedent for this.
