To specify how SOAP-based protocols could be encoded
using more efficient encoding rules, such as BER, PER, etc.

As I understand it, the ASN.1 definitions are just to provide
a human-readable explanation of what's going on, as well as
input to the various tools to handle the BER/DER/PER encoding
and decoding.

T3 covers a heckuvalotta standards, including X.500, ASN.1, X.700,
