If the proposed new work is taken
on by ISO (several national bodies are known to be likely to vote
yes; at least five are necessary) the US part of the work would
take place in INCITS T3.
I don't really understand what "the proposed new work"
actually is...

Is it just a way of expressing SOAP syntax in ASN.1, so
that they could use ASN.1 to document the structure
of SOAP messages?  Or is it a proposal to somehow encode
SOAP in ASN.1 for transmission on the wire...  Or is it
something else altogether?

BTW, what is "INCITS T3"?
