the intent of the text (I can recognize my own tongue-twisters .-) was that 
if a packet is sent in a DNS query with a set of octets in them, those 
octets should arrive at the DNS server that is going to try to resolve it; 
it is not the business of intermediate DNS servers to decide that something 
should be dropped because it contains illegal UTF-8, Arabic compatibility 
characters or the word "sex".

However, I want to make sure we can require the gethostby18name service to 
do all of these things (except possibly the last one .-)
