I find it useful to draw a distinction between the present-day *use* of 
DNS (agreed that the DNS doesn't restrict which octets can appear in
labels) and the IDN service (with mechanisms not yet defined) that we 
are trying to create.  Using a different name for each allows me
to draw a contrast between the two in discussions.
