UCS-2 or UCS-4? Correct me if I am wrong, if you are using UCS-2, please
explain how you going to use those incoming Han ideograph into Plane 2?

UTF-8 isnt that bad for current Han ideograph 3400-F900. It translate to
3 bytes. Current native encodings takes 2 bytes anyway.
