Not really a technical requirement. Nor will I object if the group believe
this is best dealt with in protocol document. 

I am just raising issues for discussion. And it would be nice if we can reach
a consensus on whether punctation and symbols should be allowed in the early
stage. I thought this was a clear cut case.

Anyway, the -00.txt has been send to IETF without this clause.
