Sections 2.6 and 3 look like:

I propose that they both be removed. In the place of 2.6, a sentence should
be added at the end of 2.5 (Operational Issues) that says "IDN may
implement internationalized text in TXT records and other DNS queries and
responses. This must be coordinated with the dnsext WG."
