Okay. So what about the result being predictable in that if you
enter C-Omicron-M, then you get that domain, and if you enter C-O-M,
then you get that domain. Whether this is 'correct' may be in the
eye of the beholder, but we can definitely claim it is.

Why 0.99? I would guess it is something like 0.00000000. In print,
people will see 'COM'. Even in Grece, extremely few people will
try to change keyboard configurations twice to get the O input as
an Omicron. Things may be a bit different for something like AOM
(where it will be either Alpha-Omicron-My or A-O-M).
