Policies never get cast in stone.  They only last until someone comes up with a reason to revise the policy.  ;-)

Further, what we're proposing is one change in allocation policies.

I don't believe that this list is the appropriate venue and it's certainly not the discussion that we are hoping to spark with this draft.
