The failure mode experienced by the users is typically ... not
obvious, so whether there pops out a report to the provider from the
customer about broken IPv6 connectivity as a result of the failure
is far from given.  I suspect that the site administrators would not
expect IPv6 to be the problem source, since that's typically not
something they've enabled on their local network (yet).
