Typically, hosts don't do that today.  They query the first DNS recursor
in their list (=priority) and if that one is too slow, they will go and
query the next one.

But in any case, if a network admin announces the addresses of two
different DNS resolvers that return *different* answers (and only one
of them is working), well, I'd consider that configuration broken by
human error.

What does a specific DNS translation technology have anything to do with
the method that we use to tell the clients which DNS recursor to use?
