ZeroBasedCounter32/64 is derived from Counter32/64 so the encoding is
a Counter32/64 on the wire. In SPPI, there is no Counter32/64 and thus
there is no defined coding.
Also note that ZeroBasedCounter32/64 formally break SMIv2 rules since
you are actually not allowed to derive a TC from a TC. Someone needs
to check whether this rule also exists in the SPPI. On the other hand,
the MIB folks were allowed to ignore this rule so SPPI folks should be
treated the same.
