Please consult www.3gpp.org. The details are in specification TS23.207. Basically, 3GPP has decided to use COPS for the interface
between the PEP located in the GGSN (edge router) and the PCF (PDP).
 
That's why we came up with: " COPS for UTMS" for the time being. More work is to be done to clearly define the requirements before
we can move forward. 3GPP is still in the early stages for this work...IANA is still a distant worry right now ;-)

So can someone explain to me what the COPS-UMTS-Client Type is that is being
discussed in 3GPP ? May I assume they are aware that they must follow IANA
guidelines to obtain assignments for such Client Types?

I concur with Louis. The PDP context signaling is UMTS specific, its not an IETF signaling protocol, hence IETF cannot standardize any such client type.
