Thank you very much for your comments.  I am studying them. I will modify
the draft 
and try to make it more normative and concise.  According to routing
protocol authentication, 
I think rpsec focuses on semantic problems which have not been resolved and
this draft addresses 
authentication about protocol packets. There will not be inconsistencies.
