Notification delivery



HI,

I'm a little confused about the recent messages about notifications.

It seems like there are at least two independent issues
that are being mashed together.

These are:
1) in real time - who do you send notification to, and
     what filtering (if any) do you apply before sending
     them? Also, in addition (or instead) of sending
     notifications, you might want put them in a log.
     To me, this is configuration of 
        a) notification targets (a network entity or
                                 "local" log)
        b) filters
        c) log management

2) historical - on systems that have logs (with one being
     a notification log), extracting entries from the log.
     To me, this is state retrieval of:
        a) list of logs (and attributes)
        b) content of a log (specific log records)

In both cases, there are security concerns, primarily
access control to the notification info (in real-time,
or later looking through a log).

So, tell me, are they separate, or have I missed the
connecting part. If so, what is it?
