Note that SNMPv3 with USM requires that the whole message be BER enocded
before it can be authenticated. (This was one of the issues with "just
adding TCP" to get bigger max message sizes without looking at other
issues.) Also, SNMP doesn't allow use of the indefinite length encoding,
which also means that the entire message must be encoded before it
can be sent. So, maybe we should look at these plus CMIPs "chained
response".
