well, that's for the ADs to decide.  I don't think we need to do a fact-finding
mission for 1+ years, and not start any work until it's done.   A lot fact-finding
has already been done (e.g., OPS Roadshow, Operator Requirements
draft, OPS area meetings, IAB NM Workshop, and dilbert-vision mailing list).
I'm hoping the ADs will put a team or WG together to examine all this input
and make a binding recommendation.  This effort should take 6 months at most.
If certain pieces of the big picture are identified as such (maybe opaque data over 
SSH is part of the big picture, but it looks like a short-term approach to me) then
there's no reason not to start working on them right away.
