To me, that sounds like a nice start on a problem statement for
an IRTF Research Group.  Would be good to get a handle on all those
issues, but the community might make more headway tackling it in the IRTF
initially.

I believe that is one of the near term objectives of the current
proposal.  After all the current proposal is a BOF on moving
around XML for configuration purposes, not a generalised proposal
for all aspects of XML relating to network management (broadly defined).

Quite possibly not interesting to some.  Others might well find it
quite interesting to have this additional capability though.
