Two cases come to mind:
   1) if create-and-wait support is not a requirement (for agent simplicity)
   2) if loose "row-synchronized" sampling is a requirement (i.e., one needs to
       retrieve all the elements from a row with minimal time skew) (not to be
       confused with "hard" synchronization, which would require additional
       gewgaws that could make it work even with multiple requests)

I'd be conservative and go with the 484 octet limit from RFC 1157,
though I think in general it's better to design the MIB to avoid both
of the cases above.
