RE: normative/informative references in MIB boilerplate

Thank you. I will use this split for the next versions
of the ROHC MIB until we have a new boilerplate.

No. The plan is to update the boilerplate once the final SNMPv3
specifications are published, which hopefully does not take long
anymore.

under the subject "normative vs. informative references in MIB
boilerplate".
