SUMMARY
This memo identifies a set of requirements for the mechanisms
used to dynamically reallocate the resources of a partitionable
network element (NE). These requirements are particularly critical
in the case of an operator creating a virtual NE (by partitioning a
physical NE) and then leasing control of that virtual NE to a third
party.

This memo places requirements on the interaction between various
control entities and therefore falls into the "control" block.
WHY IS IT TARGETED AT THIS WG
GSMP explicitly supports the use of NE partitions. However, GSMP
cannot create these partitions as they must exist prior to GSMP
adjacency. While an initial partitioning of a NE into virtual NEs
is largely independent of control protocol, subsequent resizing
of partitions actively being controlled by GSMP does have
ramifications for GSMP.
JUSTIFICATION
The GSMP WG is chartered to produce this set of requirements.
