I guess you mean 'orthographies of any language'...  But even so,
that is not quite true, since that annex only aims for what 10646
calls "level 2" (some combining characters are not included), not
"level 3" (any combining characters are allowed).  So, e.g. Lithuanian,
just to take one example, is not covered by it.  Java, XML, Unicode rec.,
and IDN 'identifiers' already aim for level 3.
