It's a "00" DRAFT.  It cannot possibly (reasonably) already be *used*.

The 'deltas' approch works very well for collation.  One big
'default' table and a number of (most often small) deltas.
I don't see why that approach would make things difficult here.
To me, and I guess to others, it's easier to handle just *one*
targe table (with parts; here: map, prohibit, unassigned) and
a number of small changes, than to handle multiple large tables
that may have arbitrary and unemphasised differences.
