LMP over UDP

All,

I had a discussion with Scott in Minnesota about progressing LMP through the
IESG.  He had given the LMP draft a "pre-IESG" review (looking for obvious
rejection material) and realized that it wouldn't fly as LMP over raw IP -
they're not giving out IP protocol IDs unless you have a very very
compelling reason.  Instead we will run LMP over UDP, and get a UDP port for
LMP from IANA.  Fixing this now will short-circuit an almost certain IESG
rejection.
