You're right. Others pointed out this as well. The issue is, there
are those who feel that there is a real reason not to do (1). So, I
would like to give this one more chance to get resolved.
Besides, if at all possible, I would prefer not to exercise a WG-chair
fiat. If we can find no other resolution, it would be either the WG
chairs/ADs getting together and deciding what to do, or dropping the
document entirely.
