there is not a general requirement to meet the extra routing area requirements
in the sub-ip area - but the last time there was a discussion in
the sub-ip directorate about the want to hold GMPLS to the routing
area requirements (even though the work is no longer in the routing area)
the feeling was that it would be good to do so 

but in any case, if there are multiple interoperational implementations,
then documenting that fact does not seem like a bad idea
