First observation is that this has gone on way too long. T'would be nice to see the chairs or ADs make a decision as to whether consensus exists in one direction or another.

Second, I would assume that objecting to adopting a draft as a wg document is in it's own way part of the wg process, and I suspect I have a higher probability of having my concerns addressed at this point in the pipeline. I'm not expecting the document to be perfect, I may have further comments later as may others, I simply have a differnt hurdle for "good enough" as a WG starting point.

If the WG wants to adopt a requirements document that is reverse engineered from a specific solution, why not skip the requirements step entirely? Seems redundant.
