New (-02) version of IPv6 CPE Router draft is available for review

Folks,

Before IETF locks down any new I-D submission today for IETF Dublin, we
thought we'd submit this new copy since we had completed new sections
for PPP over IPv6 and Softwires to accommodate DSL folks. Other minor
review comments have been taken care of as well. Please refer to Change
