if that was true, that it could model the brokenness, lack of single solution, lack of convergence, ... then why do anything? the point of the story is to express policy so that incorrect policy is outside the notation.

Maybe the issue is whether the desire is to evolutionize or revolutionize the currently deployed routing systems. Evolution seems to require being able to (at least initially, with some disclaimers, etc.) represent the policies that are available as it is, otherwise folks will not transition. If the goal is to have a revolution, maybe there isn't need for backward-compatibility and you can just make a clean break...
