In each and every case, there is probably some way to negotiate capabilities
individually; the question is whether there are enough cases to make a
general way to discover/negotiate capabilities worthwhile.

I have discomfort with endless efforts to turn RADIUS into a heavyweight
protocol, little less complex than Diameter.  But if you're going to do
it, one capability mechanism seems preferable to N.
