netconf-prot-01 summary of changes

Here's a summary of the changes made between the NETCONF protocol
-00 and -01 drafts.

General:
- Made lock and unlock mandatory operations
- Changed transport -> application protocol in numerous places
("session substrate" has also been suggested instead of
application protocol, since in the larger sense NETCONF itself
  is the application protocol)
- Fix namespace URLs throughout: s/xmlconf/netconf/
- Added section on executive commands (needs more text)
- Add forward references to make the draft easier to understand the
  first time through
- Add text in cfg model discussion to clarify what's in the base
model and what can be added by capabilities
- Default format for get-state is xml

Lock/Unlock:
- If target parameter is missing, only running cfg (by default) is
  (un)locked (not all cfgs)
- Fix typos in lock/unlock examples: s/source/target/

Capabilities:
- added manager and agent capabilities

In addition to the above numerous typos have been fixed and
clarifications added.

Many thanks to everyone who has taken time to review the draft so far.
