omission in BEEP session initiation
Section 8.2 states that only the manager may start channels and that only channels
1-6 are valid (depending on whether the manager is a listener or initiator). Since these conditions are purely XMLCONF restrictions, the section should also indicate what should be done when these conditions are violated (terminate the session).
