I don't believe it has any such (mandatory) impact.
It indicates a particular form of URN that may be allocated, but my reading
is that it allows any DTD, namespace or schema URI to be registered. I see
this is a mechanism that permits greater flexibility in URI use by
providing a registry for arbitrary URIs.
(There's another related draft, with which I have had some involvement,
that seeks to create a structure of URNs to be available for IETF protocol
parameters. This one is more prescriptive, but its use is entirely optional.)
